Before Applying Only school districts and Head Start agencies can apply for approval to operate pre-elementary schools. This application is administered in compliance with the Alaska Department of Education & Early Development Regulations, Chapter 60, 4AAC 60.036. The application must be submitted by the school district or Head Start agency seeking to operate a pre-elementary school at least 30 days before the student start-date of the school. Annually, not later than September 15, an approved pre-elementary school must submit an application for renewal of department approval with a completed assurances form.
