Since 1983, the Educational Testing Service (ETS) has designed the NAEP assessments, analyzed the data, and reported the results, including The Nation's Report Card and individual state reports. NAEP assessments are based on the National Assessment Governing Board (NAGB) frameworks and meet the National Center for Education Statistics' statistical and psychometric requirements.
