No Child Left Behind Legislation.
A significant change to NAEP occurred in 2001 with the reauthorization of the Elementary and Secondary Education Act, also referred to as the "No Child Left Behind" legislation.
This legislation requires states and school districts that receive Title I funding and that are selected in the NAEP samples to participate in state NAEP in reading and mathematics in grades 4 and 8 every two years.

Participation in other NAEP subjects is voluntary.
