Title V Part B: Rural Education Achievement Program
Overview
The Rural Education Achievement Program (REAP) is designed to help rural school districts that may lack the personnel and resources to compete effectively for Federal competitive grants and that often receive grant allocations in amounts that are too small to be effective in meeting their intended purposes. To compensate for the challenges facing rural schools, US ED awards two types of small but non-competitive REAP formula grants:
SRSA – Small Rural School Achievement Grant
RLIS SQA – Rural & Low-Income School Grant
Grant Eligibility
REAP SRSA and RLIS grant eligibility is based on data that DEED provides to US ED each fall. In early winter, US ED posts a Master Eligibility Spreadsheet showing which award each district is eligible for and provides an award estimate. Many Alaska districts are eligible for both (dual eligible), but such districts may only apply for one REAP award. In late winter, US ED emails eligible districts a district-specific application access link for each grant for which they are eligible to apply. Each application typically takes about 30 minutes.
Both REAP grants are administered by US ED directly to Alaska districts, without passing through DEED. In most states, RLIS passes through and is administered by SEAs, so many US ED materials will indicate the RLIS program is run by the state entity, but this is not true for Alaska. In general, the US ED descriptions of how one applies for SRSA is similar to how Alaska districts apply for RLIS.

The US ED SRSA webpage and RLIS webpage hold many resources that districts will find helpful when applying for the REAP grants, determining how to spend the REAP funds, and monitoring the award funds in G6. Resources include allowable uses of REAP funds, how to write a GEPA statement, and webinar recordings on how to apply for SRSA funds. When accessing RLIS materials, remember general US ED information will indicate that RLIS awards are issued by the state, but in Alaska both SRSA and RLIS-SQA grants are issued directly by US ED.
