Capital Planning Dashboards

Overview

Capital planning is an essential part of a school district maintenance program that should occur as part of or in tandem with annual budget development. It identifies capital components and plans for future needs by establishing an expected lifespan of the components, tracks repair and maintenance performed during the life of the components, establishes protocols for condition assessment of components, modifies the life expectancy based on condition, and plans for the eventual replacement or rehabilitation of the component. A high-level, long-range tracking document of these system needs is a renewal and replacement (R&R) schedule.

Dashboards

ADM Attendance Area Projection Tool - A tool for reviewing the projected population to forecast facility size needs (determined by gross square footage), either through new construction or removal of excess facilities. Aggregated Renewal & Replacement Schedules - This multi-tiered dashboard provides projected R&R data over a 10-year period in the following formats: (1) Statewide cost of all systems, (2) Statewide costs sorted by system, (3) Costs sorted by district and system, and (4) Costs sorted by attendance area and system. Student Population to Area to Cost - This dashboard displays the Average Daily Membership (ADM), gross square footage, and associated cost of construction. The dashboard provides information ranging from a statewide level to the attendance area in a selected district. Guide to Student Population to Area to Cost dashboard.

Renewal & Replacement Forecast Complex Single Report - Displays a forecast of 10-year data for single or multiple attendance area(s), single or multiple district(s), or statewide costs for estimated replacement by system and year. Guide to R&R Forecast Complex Single Report dashboard.

Facility Systems Renewal and Replacement Schedule - Displays installation year, estimated replacement year, and estimated cost to replace by component based on gross square footage (GSF) for the purpose of developing district capital planning documents for a selected facility. Authority

Regulation 4 AAC 31.013 requires a district to maintain renewal and replacement (R&R) schedules for each school facility of permanent construction over 1,000 gross square feet that identifies construction cost of major building systems, anticipated life expectancy compared to age and condition, and to use the data to forecast a renewal and replacement year and cost for each system.
